N.C. House Speaker Jim Black says he did not knowingly pass incomplete checks to former Rep. Michael Decker.

But Black admits he might have passed some of those checks from optometrists to Decker in a sealed envelope labeled with Decker’s name.

Black outlined a possible method for the delivery:

The scenario that could have happened is that they might have been given to me in an envelope with his name on it.  I had no reason to look at it. I could have, but I don’t remember that specifically. I really don’t remember that, but that’s a scenario that could have occurred — a very logical way that could have occurred.
