While we’re on the subject of MWBE programs, The Chalkboard reports that GCS is continues to march down that road on a project the system has already botched.

GCS plans to breakdown the work on the Academy at Smith into smaller phases in order to increase MWBE participation. As Stormy notes in the comments, such a strategy will only slow the project down while adding to the cost. Correct if me if I’m wrong, but does Smith’s very existence not depend on the completion and success of this project? Or is Howard Manning just blowing smoke?
