As you may recall, the Halifax County School District owes the state over $800,000 because it “misspent” state funds. (Read more about it here and here.)

Last week, the results on an independent audit showed just how screwed up the school system’s financial management/oversight was.

Here are some highlights from the report:

– There was no management oversight of budget and expenditures.

– There was no management oversight and review of finance department staff.

– Finance department staff did not know what they were doing.

– The books were out of balance by millions. Finance department was not aware of this. Finance department staff were very argumentative about this saying that books were in balance.

– Local fund revenues were down $2.2 million while expenditures were not cut proportionately.

– Review of cash disbursements indicated that expenditures at times could be considered extravagant and wasteful.
