Certainly if it is the case that some parents are chronically not paying for their kids’ lunches, that is a management issue for CMS. Specifically, it is an information management issue.
But CMS does seem to be taking some positive steps, like an online student account management system. It just seems like, once again, the option of re-focusing CMS on its core educational mission is no where to be found when money is at issue.
