Across the state, county commissioners are evaluating school budgeting proposals from school boards, some of which entail costly school bonds.  In Wake County, despite poll numbers to the contrary from a variety of sources including the JLF, the Board of Education and the County Commissioners both expressed interest in putting a school bond of more than a billion dollars to the people for a vote.  Afraid to both increase the number of year-round schools and take a hard look at the recommended budget, officials are left in financial bondage.  Bringing his expertise on school construction formulas, Terry Stoops hopes to reduce high cost projections as a member of the Wake County Citizens Facilities Advisory Committee.  Counties across the state are struggling with the cost of student growth; and some, who had initially praised the education lottery as a way to ameliorate funding woes, are finding that a hastily passed bill has a few fatal flaws.  A proviso in the original lottery bill, apparently removed in conference, restricted local governments from using lottery proceeds to offset existing tax dollarsJohn Hood commented on the reallocation of funds on WRAL.  To band-aid the bill, Terry proposed a new allocation model that uses the supplanting fund for additional school construction. These ideas are being used by Senators Goodall and Berger as evidenced in SB1349.
