The Durham City Council approved the creation of a 12-person committee to investigate the Duke lacrosse case. Whichard will chair and four former police chiefs (from Charlotte-Mecklenburg, High Point, Winston-Salem, and Chapel Hill) will sit on the committee. The remaining seats will be appointed by one nomination from each City Council member.

But Durham is still Durham. So the Council created a very specific quota system to assign the remaining seats: two white women, three black women, and two black men.
