In 2017, North Carolina lawmakers made our state the sixth to enact education savings accounts (ESAs) since 2011, following the design pioneered in Arizona. With an account, the state deposits a portion of a child’s K-12 education spending from the state formula in a private account that parents use to buy education products and services. In this conversation, we’ll hear the findings of a study that looked at parent spending patterns in the first two academic years of North Carolina’s ESAs, and we’ll compare the results to other ESA states. We’ll also hear from a parent of a child with profound needs about how the ESA is helping her family, and we’ll talk about the varying pathways to empowering parents who are demanding a culture of personalized learning for their kids.
