Amanda covered why the Senate and President Obama want to tax punitive damages. Dan Markel and Gregg Polsky (who will be moving to UNC from Florida State) say the policy will be ineffective and states are the best place to address any under-punishment problems.
So this is another unnecessary and counterproductive Washington takeover that aggrandizes the center and weakens the periphery.
