no different than an organism.  At heart, both want to survive and
thrive. And just like an organism, government can become bloated,
lethargic, and eventually be killed off. Right now it seems like our
state is quickly approaching – if I may steal a climate-alarmist
buzzword – a tipping point. No matter what state budget we end up with,
