From the Wilmington Star-News under the headline “Needs may decide sewer hookups”:
Restrictions allow only a small amount of new flows into the city’s troubled sewer system, and Wilmington officials are looking into giving more consideration to projects that conserve water or contribute to priorities such as affordable housing.
There’s no question of how much developers are willing to pay to complete their projects, how many of those developers will have to withdraw if they don’t get access, or anything besides the city council’s desires.
