Memo from outgoing Greensboro City Manager Denise Turner Roth informs that deadlines for the city’s Strong Cities Strong Communities Challenge have been pushed back yet again in order to better synchronize marketing and advertising activities with the other two S2C Challenge cities —Las Vegas and Hartford. A cynic might say that pushing back deadlines is a sign that response isn’t overwhelming in either in quantity or quality.

Note too changes in the rules regarding who owns what once the city pays out $1 million for the best economic development proposal. Note also this payout condition:

The City agrees that any award provided for the winning Proposal or Plan will be unencumbered and unconditioned. The City shall make no requirement as a condition of awarding prize funds that requires the winning recipient(s) to implement all or portions of the proposed plan.
