How do we tackle traffic congestion on Tar Heel roadways? Transportation expert Randal O’Toole says the answer to that question does not involve commuter rail or other mass transit schemes.

O’Toole, senior fellow at the Cato Institute, discussed gridlock during a presentation today to the John Locke Foundation’s Shaftesbury Society. In the video clip below, O’Toole offers some ideas that actually would help improve traffic congestion.
