A new report from the Metropolitan Policy Program at Brookings outlines a novel way to evaluate colleges: by measuring value added. In “Beyond College Rankings,” two Brookings scholars attempt to isolate the effect of college on student outcomes, “above and beyond what students’ backgrounds would predict.”
