Still waiting on more info about the SWAT raid on a house in North Charlotte the other day. The DMV violation angle may just be part of a larger document forgery/immigrant smuggling operation. This would explain quite a lot.
Documents are not faked and forged in a vacuum, someone ends up with them. Someone who needs them. Where is the need greatest and hence the profit the highest? In populations that have just entered the country illegally or are about to.
It is certainly true that these kinds of operations are active elsewhere. Just the other day, ICE officials in Los Angeles said that they busted up a ring that smuggled 100 illegals a week, charging a fee that ranged as high as $3700 per person.
