Just when news of governing boards questioning money holes gave one reason to believe the world had sobered up, insufficiencies in the healing process surface:

The Graham commission has endorsed a proposal by the Graham Revitalization Economic Action Team [GREAT] to pursue a comprehensive blueprint for the county’s future.

The proposal would require an “extensive four-month initial study” to be paid by “outside sources.” According to GREAT’s executive director Rick Davis, the study is needed because “we need to get our name in the pot.” To drive home the point, a cliche would be helpful. This quote was used in the Graham Star report:
