Google’s news alert service is one of the best passive research tools ever invented. Because of it, I learned that a study by Stephen Zuckerman of the Urban Institute, published in Health Services Research
(never heard of it), found that “modest [five to ten percent] cuts
might be an appropriate policy option when state budgets are tight.”
