During the 2007 session, both the House and Senate considered legislation that would allow public employees to enter into collective bargaining agreements, basically unionizing state government.  Luckily the bills did not pass.

Now the Mexican Labor Industry is getting into the act.  Seems they are using a side agreement that is part of NAFTA to complain about the lack of collective bargaining rights for North Carolina government employees and are even demanding that their questions about labor rights be immediately answered.
