Anyhoo, the field of opportunities for spending money is so broad, the TDA requires applications. To further limit the number of applicants, the TDA is requiring anybody who wants some of the tourist money to attend a grant-funding workshop. Even those who have attended before are not exempt if they want to split the charitable contributions from unrepresented taxpayers.
