A new National Institute for Early Education Research (NIEER) study finds that North Carolina was only one of two states to meet every one of their 10 quality standards. Alabama is the other winner.
All 10 standards are input and process measures like credentials, class size, meals, screening, monitoring procedures, etc. It would be a much more reliable study if the NIEER included output measures, like reading proficiency and social skills, as well.
