Couple things. One, off-off-year fatigue coming after a big 2004 national effort with tons of GOTV action on all sides. Two, public cynicism about the process and product. As noted previously, if the Gauvreau-Lennon race could not get voters out — and it did not — then a goodly portion have simply written politics off their to-do list.
