For a nice change of pace, a handful of people at tonight’s Asheville City Council meeting commented about having to pay for visions. After numerous persons testified as to the type of greenways they would like, people started coming up and demanding consideration for the people who had to pay for them. This drew reactions indicating that the “Parks, Recreation, and Cultural Arts and Greenways Master Plan” was a vision document, to be accepted without cost considerations. The document itself contained recommendations that 1% of the value of new development go toward fees in lieu of public art if the developer did not want to plant some art on premises. It was suggested that a campaign be launched to market favorable opinion about a tax increase or a bond referendum, also. A couple guys asked why golfers had to pay $900 a year plus $14/cart rental at the municipal golf course, and cyclists did not have to buy a sticker annually to license their expensive bikes. Citizen Mike Fryar asked for the racecourse back. It generated revenue. The Pack Square Conservancy, by contrast, is rumored to be going in the red after doubling its budget.
