Bryan at Hot Air links to a great video of the U.S. Army civil affairs guys working in Afghanistan. About 2/3 of the way through, Capt. Christopher Corsten tells the story of the coming flood season and the need for flood walls. As he explains, everybody wants a flood wall but they don’t want to build them. He says the Army has provided the rocks, wire and cement but: “The problem is, nobody in the community is willing to step forward and actually do anything about their flood walls to save their own property. … The same answer every time is, ‘We’re poor, we can’t do anything.'”
It made me think of the residents of New Orleans who have set a record for sitting and waiting for everyone else to come in and rebuild their city after Hurricane Katrina. Question: Can anyone remember any city in America ravaged by a hurricane that was still a basket case nearly two years after the hurricane left?
