Land-transfer taxes, tax-increment financning, and cap-and-trade carbon regulations share the common feature that politicians sell them as “free” to taxpayers but are really expensive and inefficient methods to raise taxes or spend money in a way that avoids discussion of the merits of the underlying policy.
