Elaine Chao, in my view by far the best of Bush’s cabinet officials, established a reporting requirement for labor unions requiring the disclosure of conflicts of interest. President Obama, who campaigned on a pledge of openness and transparency, has just rescinded that union reporting requirement. So, transparency is good except when it comes to aggressive pro-Obama interest groups.
