Ideally speaking, government exists to protect the inalienable rights of its citizens. Justice systems are set up to remove from society those who want to deny others of their rights and resist reforming themselves. In the real world, child predators who have served their time and reformed are restricted in their ability to enjoy nature; and child predators who have served their time and not reformed are free to perpetrate their strange acts as long as they stay out of public parks. In other words, going to a park becomes a crime for a special class of citizens because legislators want to pad their resumes with pretensions of caring for children.
