I first ran into the phenomenon that Thomas Sowell addresses in this column when my daughter entered the second grade. She came home one day and announced that her teacher had made her a “peer tutor.” Her duties, it turned out, involved helping the teacher teach the class. While it may be a sad commentary on public education in an inner-city school, I have to say it was not a bad experience for her. After all, they say you never learn something well unless you teach it. And she turned out pretty darn well.
