Yesterday, the issue about whether or not Asheville City Council should allow alcoholic beverages to be served on public property for a fundraiser for the re-election campaign of Councilman Kelly Miller was mentioned. Miller asked to be recused from the vote, and so did Dr. Carl Mumpower. City Attorney Bob Oast said Mumpower need not be recused as he did not have a disqualifying conflict of interest. Oast then added that Mumpower might lose the election as a result of the vote, but that was not a disqualifying conflict. It was clear Mumpower wanted to request a motion for his recusal, but Brownie Newman quickly made a motion to approve the sale of alcohol, and it was seconded. Before the vote, Mumpower asked if he could be recused, but the mayor (for a change) did not allow two motions on the floor at the same time.
