Detroit Mayor Kwame Kilpatrick wants to pledge tax revenues from the city’s three casinos to pay for $300 million in bonds as part of an economic stimulus package. The city will have beautiful fire stations without firefighters to put out fires in the homes where nobody lives. But that is only if the casino revenues grow as expected and the city can get financing. Judging by what gets financed in North Carolina, though, that last hurdle should be pretty small.
