As legislators return to the scene of their previous crimes, a quick reminder that the General Assembly’s first and only impulse is to spend more money.

In boom times — spend. In lean times — hike taxes, then spend. Spending by state government in just the last five years grew almost 15 percent. That’s per capita spending adjusted for inflation spending, so none of this “we grew, so we had to spend more” crap. We spent at rates over-and-above our increase in population.

And we’ll do the same in 2009, and lie about why.
