I don’t understand Sen. Rand’s approach to this issue at all. Track and penalize chronic offenders? That’s light years removed from the legislature’s approach to chronic drunk drivers, which is, essentially: Do nothing about chronic offenders, but keep lowering the BAC limit such that it impacts safe drivers, too.
For consistency’s sake, the N.C. Senate should lower the speed limit by 20 m.p.h. across the board and let chronic speeders continue getting by with slaps on the wrist. As with drunk drivers, we should all suffer for the repeated and unarrested (no pun intended) bad acts of the few.
