There isn’t any reason to believe that ed schools will change their stripes unless they face the prospect of losing money and even closing down unless they manage to graduate people who make good teachers. The “progressive” education mindset with its fanatical devotion to “child-centered classrooms,” self-esteem, multiculturalism, etc. can’t see its own failures.

The situation is just like in the old Soviet Union. Factories there put out goods of lousy quality. Exhorting them to do better didn’t accomplish anything. Actual competition is the only thing that works. What that means policy-wise here is that the state should allow school principals to hire anyone whom they regard as a good teacher without any consideration for meaningless paper credentials.
