Perhaps the U.S. attorney is referring to the fact that former Speaker Black voluntarily admitted in his own words that he took the illegal cash from the chiropractors.
Black told the judge that he “would like to clearly take full responsibility for receiving cash from three chiropractors,” violating the federal gratuity statute and the state’s campaign finance laws.
That does represent movement from Black’s former public stance of admitting no wrongdoing.
