Chad, the problem with installing restrictor plates at the General Assembly — your tongue-in-cheek metaphor about the need to cut back on spending by legislators — is that it would thwart the very real need to have some programs funded at greater levels than others. In other words, we need to force legislators to set priorities, and that means determining that (shudders!), some things are more important than others. That said, I think Jones Street could learn some things from NASCAR. I think we should implement a “qualifying” system before a bill can be considered. Whoever sponsors the bill would be forced to go through pre-session inspection and meet certain requirements including (1) its financial impact on the team — taxpayers,(2) how its effectiveness will be measured and what will bring out the black flag that will cancel the program if it doesn’t deliver as promised and (3) what constitutes a “win” so that the program will cease to exist because it was so successful in addressing the problem.
