Samuelson gets the facts right, including that one-third of health spending in the U.S. is wasted. But you are right that he is too quick to brush off market mechanisms. We don’t need a special tax tied to the national level of health costs. First level the tax code for individuals purchasing health care or health insurance on their own, instead of through their employer.
