In Chad’s post he notes that:

“[Ellis Hankins], along with Senator Dan Clodfelter (Democrat, Mecklenburg) and about 75 other folks launched a new initiative called  “Partnership for NC’s Future” which is supposed to scare the heck out of you about the “population tsunami”…The bulk of this effort, according to insiders, was funded by Z. Smith Reynolds $$$$.”

Apparently the role of this foundation is to fund the growth of government and the erosion of property rights in North Carolina. As Paul Chesser points out in today’s CJ on line lead story, Z. Smith Reynold’s Foundation is also helping to bank roll efforts on the part of the Division of Air Quality to increase taxes, energy and land use regulations, and to manipulate driving habits and lifestyles through their funding of the Center for Climate Strategies. CCS was formed by a Pennsylvania environmental advocacy group called the PA Environment Council and has been hire by DAQ, in part using Z. Smith Reynolds money, as well as money from several other very large left wing foundations, to control DAQ’s entire policy formulation process with respect to CO2 regulations. Money from these left wing foundations is going directly to fund official analysis of a state agency. This is analysis that is being used by the agency to develop policy. So much for objectivity.
