The News & Observer is reporting that Raleigh Mayor Charles Meeker will announce today that he is running for a fifth term. Based on what his consultant told the N&O about Meeker’s plans, get ready for even bigger government and higher spending in the capital city should he be re-elected. (emphasis is mine)

Perry Woods, the mayor’s chief political adviser, said Meeker will articulate three goals for his fifth term: making sure Raleigh is well positioned to pursue bold plans once the economy recovers; working to adopt a countywide public transportation plan; and solidifying plans to turn Dorothea Dix Hospital’s 306-acre campus near downtown into a park.
