Sampson County commissioners love to give away incentives, according to this article:

SALEMBURG ? With little discussion, the Sampson County Board of
Commissioners have approved the option to purchase land for industrial
recruitment. The amount of funds that will be expended is $10,000 that
the county may lose if the company, Fibrowatt, does not choose to come
to this area, explained Economic Developer John Swope.

Fibrowatt,
a company that uses poultry litter to produce energy, is currently
looking for three sites in North Carolina to locate three plants, one
in eastern North Carolina, one in the western part of state and one in
the Piedmont.
