Professor Courtney Bell of the University of Connecticut published a thoughful analysis of why some parents choose to leave their children in failing schools, despite having the option of transferring them to a successful school.
Bell argues that parents construct their own criteria for choosing where to send their child to school – a process that does not necessarily have the educational interest of the child in mind. This will be an important line of inquiry for school choice advocates to follow.
