The Senate is debating their version of the budget, proposed committee substitute for House Bill 1473.
Sen. Goss (D-Watauga) proposed an amendment to delete a needle exchange program. This program would provide clean needles to drug users and exempt them from prosecution for possession of drug paraphernalia.
If this provision is left in, some republican senators have said they would not support the bill.
