In this excerpt from a recent Carolina Journal Radio interview, I talk with Dr. Terry Stoops, John Locke Foundation director of research and education studies, about the value of paying North Carolina public school teachers a salary supplement when they earn a master’s degree.

The policy question we face is whether we pay teachers for results or credentials. It is immaterial to me whether a teacher holds an advanced degree. What I want — and as a taxpayer, what I expect — is an effective teacher whose value can be measured by the amount of growth in his/her students from year to year.
