Well, in Bali you can be sentenced to death for trafficing any drug. Seem strict? Imagine trying to plead your case to a purportedly corrupt court. How successful is this strict no tolerance policy? Not so good. History shows that Indonesians love drugs.
An alternative? Legalize it, tax it, and send it to the user in his home (a possible FedEX venture).
