The state budget contains a provision to expand Medicaid to children in families up to 300 percent of the federal poverty level – for a family of four that means $61,950, or the median for such families. According to the New York Times, new federal rules could limit the ability to implement this bad idea. The rules would require states to enroll at least 95 percent of those below 200 percent of the poverty level before making anyone above that line eligible.
