That would be arches for South End. The arches would bookend a five-block stretch of Camden Rd. with the goal of drawing pedestrians to the street. Special South End tax district money would pay the arches as yet undetermined cost.
How very Charlotte. Assume more promotion is what you need and slam full-speed ahead without reference to cost or practicality.
