The Graham County Board of Education has sued (1, 2) the county commissioners. The school board had requested $570,000 for operations and $85,000 for capital outlay, but they only received $370,000 for operations. School board members looked at the county’s fund balance of $3 million and wanted a chunk. The fund balance represents 30% of the county’s general fund, when the state only recommends that local governments maintain a 28% reserve. If either board has to pay attorneys by the hour, this is predicted to be a lose-lose-lose-win situation, attributions obvious.
