The Greensboro City Council pledges $20 million toward a proposed downtown arts center. Another $20 million would supposedly come from private donations. So where would the last $20 million* come from?

That money will have to come from sources other than private donors and the $20 million approved Tuesday by the City Council, said Walker Sanders president of the Community Foundation of Greater Greensboro…

..In an e-mail, Sanders suggested state or federal grants or tax increment financing.

As you can probably imagine, the John Locke Foundation has had much to say about TIF, but I can sum it all up in three words: Randy Parton Theatre.
