On Asheville City Council’s agenda for Tuesday is the item, “Resolution directing staff to prepare a report regarding a Munciipal [sic.] Service District for downtown Asheville.” The MSD is the same as a BID, or the ADD, or any other euphemism indicating government is, for whatever reasons, neglecting basic city services. Since tax dollars are fungible, the city can divert revenues into making greenways and world-class performing arts centers. When there isn’t enough to cover basic sanitation and safety, it can ask the downtown business owners to start a collection to pay for their own. The municipality thereby holds the line on property taxes, demonstrating immense restraint and fiscal conservatism. The public input stuff is just a lark. The Bostonian master planners had this one in the bag from the get-go.
