It’s new. Or rather, it’s old and new. I call it the Infrastructure Payback. Instead of trying to find the money to pay for incentives (politically charged, and potentially fiscally irresponsible for a cash-tapped city budget), and instead of trying to justify Tax Increment Financing to a commission (and the people at large; thanks, Parton), just combine the best of the two.
