The report ranks North Carolina at number 22 with a smart rating of 1.68, an improvment of three places from the 2004-2005 ranking. Number 50, the dumbest state, is Arizona with a smart rating of -17.81 (yes, they actually have a negative number).
Virginia and North Carolina are the only states in the southeast to crack the top 25. They are also the only states in the southeast not to have a negative smart rating.
