Policymakers and advocates for increased state spending must have cringed yesterday as they read House Speaker Jim Black’s quote in the Raleigh News & Observer’s story about what the paper called the “sly fund.”

“There was some extra money, and we used it for worthwhile entities across the state.”

Speaker Black’s candid comment inadvertently proved what many of us have been saying all along: taxpayers are being forced to pay more than enough taxes to fund legitimate state services. The time has come for some respect and tax cuts. After all, if there’s “extra money” laying around, it means you and I have overpaid.
