From the Winston-Salem Journal: City considers newspaper rack regulations
OK, I get that most of the “newspapers” in question are just free advertising sheets for apartments, houses, or cars, but I’m still surprised that there are enough of them around now for this to suddenly become a major public concern in Winston-Salem… or any place else.
